Swiss Challenge Model (“SCM”) allows a public procurement entity to receive unsolicited proposal for a public project or service and this proposal is made open by the procuring entity to other parties to match or exceed[1]. The SCM allows the Government to promote original opportunities by giving an advantage to early movers (original proponent) but at the same time, gives opportunity to third parties to better the proposal of the original proponent.
